This section provides essential information for all students of Nar Bahadur Bhandari Government College. Please familiarize yourself with the details regarding college uniform, examination procedures, fee structure, and the general rules and regulations to ensure a smooth and successful academic journey.
1. College Uniform
All students are required to wear the college uniform at all times while on campus. Failure to comply will result in disciplinary action.
Uniform Details:
- Coat: Bottle Green with college monogram
- Cardigan: Bottle Green with college monogram
- Shirt: Cream
- Pants: Dark Grey
- Shoes: Black
- Socks: Black
2. Examination System
The college follows a semester-based system for Undergraduate (UG) courses, comprising six semesters (Odd: 1, 3, 5; Even: 2, 4, 6). Coursework is measured in credits, reflecting hours of instruction for lectures, tutorials, and practicals.
Continuous Comprehensive Evaluation (CCE):
- Sessional A (Mid-Term): 25 marks, centrally conducted, 1-hour duration.
- Sessional B: 25 marks, decentralized by departments. Can be a written exam, term paper, book review, group discussion, or practical exam (for lab subjects). A minimum of 30% in practicals is mandatory for passing lab-based papers.
- End Semester Examination: 50 marks, centrally conducted University exam, 2-hour duration.
University Regulations on Conduct of Examination:
- Eligibility: Students must apply, pay fees, and maintain at least 75% attendance. A 5% shortage may be condoned by the Principal/Dean for genuine cases with HoD recommendation. Below this, students must repeat the entire examination.
- Repeat Examinations: Allowed once per paper for passing or improvement (if failed or disqualified). Results from repeat exams do not count for medals/prizes/ranking. Requires CoE permission and fees.
- Examination Routine: End-Semester Examination routines are prepared by the CoE office and notified at least one week prior to the exam date.
3. Fee Structure
As per HRDD notifications, Sikkim students (SSC/COI/RC holders) in UG courses pay Rs. 700/- directly to Sikkim University. For students without SSC/COI or BPL card holders, the college fees are as follows:

Additional Tuition Fee: Rs. 300/- per month for these students. Foreign students pay an additional Rs. 500/- per month.
4. Rules & Regulations
Students are expected to strictly adhere to all college rules, regulations, and traditions, maintaining decorum both on and off campus. The Principal holds ultimate authority over general behavior.
Key Disciplinary Guidelines:
- General Conduct: Insubordination, misconduct, indecent gestures/remarks, offensive graffiti, or unauthorized posters are serious breaches of discipline leading to severe action, including expulsion.
- Prohibited Activities: Smoking, gambling, use/possession of alcohol/drugs are strictly prohibited and result in immediate expulsion. Unauthorized fund collection, meetings, rallies, or inviting guests/speakers are also forbidden.
- Identity Card: Must be carried at all times and produced upon request.
- Property & Environment: Mishandling college gates/property, willful destruction of property, defacing walls, and wasting electricity/water are not permitted. Students must help maintain cleanliness and gardens.
- Personal Appearance: Adhere to specified uniform and hair styles (for boys).
- Ragging & Assault: Any form of ragging, physical assault, or threats against staff/students/visitors will lead to severe disciplinary action, including rustication or expulsion.
- Internet Ethics: Use of unparliamentary words, derogatory remarks, or actions that malign the college’s image or local culture on social media/email will be taken seriously.
- Cell Phones: Strictly prohibited in all academic areas. Confiscation may occur, with return only at course end or after settlement with the Principal’s discipline committee and parents.
- Attendance at Functions: Compulsory attendance in proper uniform for college functions/activities, even on holidays, unless notified otherwise. Unexcused absence leads to disciplinary action.
- Disciplinary Actions: Accumulating three “punches” on the Identity Card from the Discipline Committee results in automatic rustication. The Discipline Committee, with Principal’s approval, can modify rules.
- Final Authority: The Principal’s decision is final in all matters.
Upon admission, students sign a declaration submitting to the disciplinary jurisdiction of college authorities. The Discipline Committee has powers to expel, rusticate, fine, debar from exams, withhold/cancel results, or suspend students. Appeals can be made to the Principal.
